Legitimate government is a government under which law and action of the government are revealed to the people and government function in a transparent manner.

Military government is generally any government that is administrated by military forces. They is suspension of the constitution, disregard of the rule of law and abuse of fundamental human rights. This government mostly uses force and coercion to enforce obedience, hence it is not a legitimate government
